It is infinitely preferable to pay for intelligence than to tolerate ignorance. If we does so fairly and fully our bill for poverty and depravity will be materially diminished. The more intelligent men become the better neighbours and the better citizens they are.
Free public libraries are a snare, a fraud and a delusion. The general body of ratepayers should not be asked to provide foolish girls and beardless young men with novels to read whole sale.
